This study, co-sponsored by New Profit, the Center for American Progress, and the American Enterprise Institute, examines how current state and federal regulations and policies have stymied the efforts of education entrepreneurs, and explores what changes should be made to support their work to encourage the growth and expansion of innovations in education that pay off for students. Key recommendations include using dramatically better information to create a performance culture, opening the public K-12 system to a diverse set of providers, making districts and other buyers into real "customers," and using public policy to encourage financing for entrepreneurial ventures.

This study tells the story of how a partnership with two high-engagement funders-New Profit and the Edna McConnell Clark Foundation-helped the leaders of Citizen Schools grow the organization and increase its social impact. Key themes include the benefits of scale, types of expansion, co-investment by funders, and the utility of management tools such as the Balanced Scorecard in supporting growth.
Action is the catalyst that creates accomplishments. It is the path that takes us from uncrafted hopes to realized dreams.
