Catalyzing the Pay for Success movement

Pay for Success is one of the most powerful and innovative new tools for funding and scaling social innovations through cross-sector collaboration.

On July 22, 2014, President Obama signed the Workforce Innovation and Opportunity Act (WIOA), the first significant update to federal workforce legislation since the late-1990s.

America Forward and its Coalition organizations helped build awareness of Pay for Success with key policymakers and staff, paving the way for its inclusion in WIOA.

America Forward has been a leading force in the movement to get better results through Pay for Success and transform the way we address social challenges in America.

The WIOA bill included an America Forward-championed $300 million provision to incentivize local Pay for Success programs.
